आउटलुक के ताज़े अंक में झारखंड पर कवर स्टोरी है। ज़ाहिर है, झारखंड इन दिनों मधु कोड़ा की वजह से चर्चा में है। स्टेट के ख़ज़ाने को खाली करने और बड़े पैमाने पर कॉरपोरेट्स की दलाली करने जैसे आरोपों के चलते मधु कोड़ा पर सीबीआई की घेराबंदी मज़बूत हो रही है। मधु कोड़ा का लगातार बयान आ रहा है कि ये सब साज़िश है और उन्हें फंसाया जा रहा है। किसी भी ऐसे मामले में फंसने पर ऐसे बयान रस्मी होते हैं, लेकिन आउटलुक ने बताया है कि मधु कोड़ा का पूरा मामला एक्सपोज़ कैसे हुआ। खोजी और आंदोलनकारी पत्रकारिता के लिए मशहूर प्रभात खबर ने मधु कोड़ा के ख़िलाफ़ सीरीज़ में स्टोरी की। इस सीरीज़ के पीछे की कहानी आउटलुक ने बताने की कोशिश की है।
आउटलुक उवाच : मधु कोड़ा एंड कंपनी के घोटाले पर प्रभात खबर ने 2007 में सीरीज़ में स्टोरी की। प्रभात खबर न्यूट्रल पब्लिशिंग हाउस का अखबार है और इसकी मिल्कियत झाबड़ परिवार के पास है। उषा मार्टिन ग्रुप भी इसी परिवार की मिल्कियत है। उषा मार्टिन झारखंड की सबसे पुरानी माइनिंग कंपनियों में से एक है।
आउटलुक पुन: उवाच : उषा मार्टिन ग्रुप झारखंड सरकार के उपक्रम झारखंड स्टेट मिनरल डेवलपमेंट कॉरपोरेशन में अपनी हिस्सेदारी चाहता था। कोड़ा जब खनन मंत्री थे, उससे पहले इस हिस्सेदारी को लेकर एक प्रस्ताव सरकार को दिया जा चुका था। प्रस्ताव में 76 फीसदी स्टेक उषा मार्टिन को दिये जाने की बात कही गयी थी। लेकिन मधु कोड़ा ने इस प्रस्ताव का विरोध किया था और इस प्रस्ताव को नये सिरे से ड्राफ्ट करने की बात की थी। जब मधु कोड़ा मुख्यमंत्री बने, तो उनकी सरकार उषा मार्टिन को 49 फीसदी स्टेक देने को तैयार हुई। इसके लिए उषा मार्टिन तैयार नहीं हुआ और आख़िरकार प्रस्ताव ख़ारिज़ हो गया। मधु कोड़ा की इस कार्रवाई से उषा मार्टिन बौखला गया और उसने अपने अख़बार के जरिये बदला लेने की ठानी। ऐसी अफवाह है कि प्राइवेट जासूसी कंपनियों की मदद ली गयी और मधु कोड़ा का पूरा मामला फोड़ा गया।
यानी साफ़ है कि झारखंड का यह अख़बार अपनी कंपनी के लिए लाइज़निंग का भी काम करता है और गड़बड़ होने पर ख़बर भी लेता है। अगर ऐसा है, तो अखबार की आंदोलनकारी छवि के पीछे ये एक ख़तरनाक मकड़जाले की तरह ऑपरेट करने काम मामला है। विश्वास नहीं होता कि प्रभात खबर के प्रधान संपादक हरिवंश इस खेल में शामिल हैं। आइए आउटलुक की पूरी रिपोर्ट पढ़ें…

Miner Sins
All of Jharkhand was his stage, and Koda a major player. So, who rewrote the script?
At one level, the life of Madhu Koda and the Rs 4,000-crore scam he allegedly scripted is a meteoric rags-to-riches story. At another, it is a complex web of intrigue involving mining contracts, hawala transactions and property deals. How did the 38-year-old Koda pull it off? Outlook brings you the man, his method and the politics behind Jharkhand’s biggest scam….
From Labourer To Chief Minister: In the early ’90s, the son of Rasika Koda was nothing more than a labourer in the iron ore mines of Chaibasa, 160 km from Ranchi. By 2000, he was contesting the Bihar assembly elections on a BJP ticket. In 2005, he was denied a BJP ticket, forcing him to contest as an independent. He won, and wrested the mines portfolio in return for supporting the Arjun Munda-led BJP government. A year later, he and a few other independents withdrew that support, reducing the BJP government to a minority. Subsequently, he became the state’s first independent chief minister with the support of the Congress, Laloo Prasad Yadav’s Rashtriya Janata Dal, Shibu Soren’s Jharkhand Mukti Morcha and independents.
Significantly, Koda continued to retain the mines portfolio even after becoming CM. Everyone, it seems, was happy under him. If he made money, as the allegations and the evidence now indicate, he also shared his wealth generously with friends, key aides, national and state political leaders as well as state government officials loyal to him.
High office in Jharkhand opened up several opportunities for Koda. With nearly 18 per cent of the country’s mineral wealth in his state and with enough discretionary powers to help companies get mining leases there, Koda made full use of his position till he had to resign as CM in 2008 ahead of a trust vote because he did not have the numbers.
How The Money Was Made: The mines portfolio in Jharkhand has always been a lucrative one for any government in power. Since Koda held charge of the ministry under the BJP government and retained it as CM, he had the power to clear mining deals. Every recommendation for a mining lease, say I-T, ED and state government officials, brings in anything between Rs 10 and Rs 12 crore as bribe. And state mines secretary Jayashankar Tiwari is said to have cleared 47 mining leases on a single day during Koda’s tenure.

The second lucrative source of illegal funds was in the 25 per cent cut of the total turnover that a few powerful politicians demanded from the existing mine leases. Companies had to pay for the state’s continued patronage. Officials in the government point out that key Koda aides such as brothers Binod and Vikash Sinha, Sanjay and Dhananjay Chowdhury and Arun Kumar Shrivastava also began partnerships to invest in existing mine leases or in transporting ore to ports such as Haldia in West Bengal. Hundreds of tonnes would be lifted out of mines overnight in trucks belonging to Koda’s key aides. But the amount of ore extracted would be undervalued to enable mining companies to pay the state a lesser percentage of royalty. So, if 30 truckloads were dispatched, only two truckloads would be shown on record.
The final cash cow was the transfer-of-bureaucrats business. Anything between Rs 50 lakh and Rs 1 crore is said to have been the going rate for a lucrative posting during Koda’s time.
How Koda Got Exposed: A series of investigative reports from 2007 onwards in local Hindi daily Prabhat Khabar apparently blew the lid off the scam. Strange, one might think, as the newspaper is owned by Neutral Publishing House, whose majority shareholders, the Jawahar family, are also the promoters of Usha Martin Group: among the state’s oldest and biggest mining companies.

This group had been trying to set up a joint venture with the state-owned Jharkhand State Mineral Development Corporation even before Koda became mining minister. This JV, it was proposed, would have Usha Martin holding 76 per cent stake. But Koda opposed the proposal, and redrew the contract when he became CM, reducing Usha Martin’s proposed stake to 49 per cent. Finally, after several deliberations, he rejected the proposal. This, many now say, proved to be his undoing, as a series of exposes began appearing in Prabhat Khabar.
Prabhat Khabar has a long and enviable history of investigative journalism, but questions began surfacing about how the documents on Koda were sourced. The rumour mill in Ranchi has it that private detective firms were hired and hackers employed to dig out information that was later also furnished to the I-T department. Neither the I-T department nor the ED denies any of these rumours. When contacted by Outlook, representatives of the Usha Martin Group refused to comment. Also, advocate Ritu Kumar had filed a PIL in August 2008, but the I-T and ED investigations have been stepped up only this year, perhaps to mar the Koda camp’s chances in the assembly elections in November-December.
The Money Trail: So, what was Koda doing with the huge cuts he made from the mining lobbies? An army of aides, led by Binod Sinha, his brother Vikash, and the Chowdhury brothers, Sanjay and Dhananjay, invested the slush money in several national and international ventures. Money was also being routed through Mumbai-based businessmen Arvind Vyas and Manoj Punamiya. Documents now available with the ED show that Punamiya’s Mumbai-based import-export firms under the Balaji Group had invested in mine leases in places such as Liberia and South Africa.
Binod Sinha and Sanjay Chowdhury also created several companies—including Camtech Manufacturing and Blue Techno—that would invest in infrastructure projects in Dubai and also help route over Rs 1,450 crore to shell companies abroad. Blue Techno also entered into various MoUs and agreements with companies in Thailand and South Africa for purchase of land for development of ports and mines. The company is reported to have offices, functioning as fronts for money transfer, in Mumbai, Singapore, Nigeria and Indonesia, besides a central Asian country.
Punamiya’s Balaji Group—basically Balaji Universal Trade and Balaji Bullion—was central to Koda’s operations to siphon off the money he made by issuing mining licences post-September 2006. Based in Mumbai’s Zaveri Bazaar with a small office at Nariman Point, Punamiya helped Koda & Co launder money by providing them the import-export cover they needed. Investigators say Koda zeroed in on Punamiya through his political connections. In fact, Koda’s associates Binod Sinha and Sanjay Chowdhury are directors of Balaji Bullion.
Punamiya, through his companies, made cash deposits of Rs 650 crore in the Zaveri Bazaar branch of the Union Bank of India between late 2006 and 2008. The total transactions are worth Rs 990 crore in these accounts. Investigators say they are yet to open some almirahs and lockers on various premises of the Balaji Group, which could add to the volume of cash that has been discovered.
Is It The End For Koda?: In Ranchi, they say he’ll win the elections and that the case will drag on and be forgotten.

मुद्दे प्रभात खबर के लिए जरूरत भर होते हैं। ये अखबार बड़ी पार्टियों के एजेंट की तरह काम करता है। कहा जा सकता है कि छोटी और अल्पकालिक पार्टियों की अराजकता के बहाने आक्रामक तेवर अख्तियार कर पाठकों को भरमाने वाले इस अखबार ने मधु कोड़ा के एक खास आदमी विनोद सिन्हा के बारे में दो साल पहले बैनर खबर छापी थी। मधु कोड़ा उस वक्त मुख्यमंत्री थे और और विनोद सिन्हा उनके निकट के आदमियों में से एक। विनोद सिन्हा को हम राष्ट्रीय राजनीति में उभरे अमर सिंह जैसों का झारखंडी संस्करण कह सकते हैं।
प्रभात खबर ने छापा था कि जिस विनोद सिन्हा के पास मधु कोड़ा के मुख्यमंत्री बनने से पहले महज एक स्कूटर था, उसके पास साल भर के भीतर कई-कई मोटरगाड़ियां कैसे आ गयीं? यानी विनोद सिन्हा के खाकपति से करोड़पति होने की इस कहानी ने उन दिनों झारखंड विधानसभा को हिला कर रख दिया था। जिस व्यवस्था में एक आदमी गरीब से और गरीब हो रहा हो, उसी व्यवस्था में एक चालू आदमी सत्ता संस्थानों की दलाली करते हुए कैसे अमीर हो जाता है – इसकी कहानी प्रभात खबर ने प्रमुखता से छापी थी। विपक्षी भाजपा और जदयू के विधायकों ने इसी मुद्दे पर विधानसभा नहीं चलने दी थी।
यह एक बड़ा मुद्दा था। इसे एक मुहिम की तरह चलाया जा सकता था। ऐसे लोगों की फेहरिस्त तैयार की जा सकती थी, जो अलग-अलग मुख्यमंत्रियों के समय में अप्राकृतिक और आश्चर्यजनक तरीके से अमीर हो गये। बाबूलाल मरांडी, अर्जुन मुंडा और शिबू सोरेन के समय में भी ऐसे लोग थे, लेकिन प्रभात खबर ने रहस्यमय तरीक़े से दो दिन छाप कर विनोद सिन्हा के मामले में भी खामोशी ओढ़ ली। उसके बाद उस वक्त के सिटी संपादक ने अंदर के पन्नों पर विनोद सिन्हा से जुड़ी एक खबर (फॉलोअप) लगाने की कोशिश की, जिसकी भनक हरिवंश जी को पड़ी। बताया जाता है कि हरिवंश जी उस वक्त रांची में नहीं थे, उन्होंने फोन पर जवाब तलब किया। सिटी संपादक ने उन्हें फोन पर पूरी खबर सुनायी और हरिवंश जी का जवाब था कि इसे रोक दो – मैं आता हूं फिर देखूंगा।
दो दिनों बाद वे आये और उन्होंने सिटी संपादक को बुला कर कहा कि “हम व्यक्तिवादी नहीं हैं।” हमारा काम था, व्यवस्था की एक कमज़ोरी को एक्सपोज़ करना, वो हमने कर दिया। अब हम आगे बढ़ें। बात हरिवंश जी ने सही कही थी और एक बौद्धिक के रूप में ये तर्क देकर उन्होंने सिटी संपादक को कन्विंस भी कर दिया। लेकिन सवाल ये है कि पाठक की जिज्ञासा के साथ किस किस्म का मज़ाक़ इस पूरे प्रकरण के पीछे उड़ाया गया। पाठक की जिज्ञासा हो सकती है कि विनोद सिन्हा पर मुख्यमंत्री ने क्या कार्रवाई की? क्या मुख्यमंत्री आवास और कार्यालय में विनोद सिन्हा के घुसने पर रोक लगायी गयी? या सत्ता की गली में दलालों पर निगरानी रखने के लिए कोई नियम बनाये गये? नहीं, अचानक इस पूरे प्रकरण को ब्लैक आउट कर दिया गया – मानो इस खबर को रोकने के लिए बड़ी डील हुई हो। हरिवंश जी चाहे जो तर्क दें, लेकिन पाठकों के बीच उन दिनों इस अघोषित डील की बड़ी चर्चा थी।
प्रभात खबर चाहे खबर के रूप में हो, चाहे कर्मचारी के रूप में, लोगों का इस्तेमाल करना जानता है। रामकुमार नाम के एक सज्जन को उन्होंने अपने यहां नौकरी दी, जो सीपीआई के पुराने कार्यकर्ता थे और अर्जुन मुंडा से उनकी पुरानी दोस्ती थी। अर्जुन मुंडा जब मुख्यमंत्री बने, तो रामकुमार ने ही हरिवंश जी के यहां नाश्ते के लिए अर्जुन मुंडा को ले गये। लेकिन जैसे ही अर्जुन मुंडा से हरिवंश जी के व्यक्तिगत संपर्क प्रगाढ़ हुए, रामकुमार को प्रभात खबर से अलग कर दिया गया। वजह बने बैजनाथ मिश्र, जो प्रभात खबर के भीतर बीजेपी के भोंपू थे और अखबार के लिए बड़े पैमाने पर सरकारी विज्ञापनों को मैनेज करते थे। रामकुमार पर आरोप था कि बैजनाथ मिश्र के साथ बदतमीजी से बात करते हैं।

You should be aware of the fact that in media fraternity, credibility of news and its source is very vital and crucial, as it can make or break the agency publishing it in one single stroke.
Prabhat Khabar is one of the finest examples of regional newspaper having editorial independence and integrity. You should first try to understand any newspaper house, its ethics and values before publishing any anonymous reports in your portal.
Shri Harivansh ji is a man of values and principal. You should be aware that Mr. Harinaryan Singh (erstwhile editor of Hindustan) was earlier with Prabhat Khabar, and it took only one proven complain of corruption for Shri Harivanhji to remove him from the organization and after so many years of service in Hindustan, again same thing got repeated when the personal department of HT Media received a complain of disproportionate assets of Mr. Harinarayan and it finally took the same stand (of transferring him to Chandigarh, but actually it was a pressure tactics to make him quit from the organization).
Moreover, so far as Mr. Ravi Prakash is concerned, he joined and left Prabhat Khabar two times. As long as he was in Prabhat Khabar, Shri Harivansh ji was his role model and he respected him like his father. When his third attempt to join Prabhat Khabar was not accepted by Shri Harivansh ji, he wrote a report which was again published in your portal. I think that hypocrites like Mr. Ravi Prakash should have not got any place in your portal !
As far as I can recall, Prabhat Khabar has outlined its relationship with its promoters in one of the issues. What more it can do / or is expected from a media company ???
I hope that you will assess the actual reality based on facts and not in personal whims of any person / organization.

काले धन को सफेद बनाने का माध्यम बन गया है मीडिया। मीडिया खुद दुषित हीं हुआ है। उसे दुषित किया जा रहा है। बडे पुंजीपति अपने काले धन को बचाने के लिए समाचार पत्र , व चैनल शुरु कर रहे हैं। इसे मीडिया माफिया कहा जाना अतिश्योक्ति नहीं होगी। पहले राजनेता व पुंजीपतियों के बीच गठजोड था लेकन अब मीडिया के मालिक भी इस धंधे में शामिल हो गए हैं। जिसके कारण आम आदमी का अहित हो रहा है। कोई पत्रकार ऐसा करना नहीं चाहता, लेकिन पुंजीपतियों ने पत्रकारिता को बाजार की वस्तु बना दिया है। लिहाजा सरकार का भी चैनल के लाइसेंस देते हुए इन सब बातों का ध्यान रखना चाहिए। वरना लोकतंत्र के सभी सतंभ धन्ना सेठों के ही कब्जे में होगें और 120 करोड हिंदुस्तानी सिर्फ तमाशा देखने वाले दर्शक बनकर रह जाएंगें।

@ Jim I know what your mean. In the current economy its hard to find a job that pays well and is stable . I have found that if you just work hard and are consistent you can succeed. Look at the poster of this page , they are oviously a hard worker and have just been consistent over time and are now enjoying at least what would appear as somewhat of a success. I would encourage everyone to just keep hustling and moving forward.
So not really on the same topic as your post, but I found this today and I just can’t resist sharing. Mrs. Agathe’s dishwasher quit working so she called a repairman. Since she had to go to work the next day, she told him, “I’ll leave the key under the mat. Fix the dishwasher, leave the bill on the counter, and I’ll mail you the check. Oh, and by the way…don’t worry about my Doberman. He won’t bother you. But, whatever you do, do NOT under ANY circumstances talk to my parrot!” When the repairman arrived at Mrs. Agathe’s apartment the next day, he discovered the biggest and meanest looking Doberman he had ever seen. But just as she had said, the dog simply laid there on the carpet, watching the repairman go about his business. However, the whole time the parrot drove him nuts with his incessant cursing, yelling and name-calling. Finally the repairman couldn’t contain himself any longer and yelled, “Shut up, you stupid ugly bird!” To which the parrot replied, “Get him, Spike!”
