मुंबई पुलिस की क्राइम ब्रांच ने एक स्थानीय वकील की शिकायत पर कानपुर के युवा कार्टूनिस्ट असीम त्रिवेदी की वेबसाइट ‘कार्टून अगेंस्ट करप्शन डॉट कॉम’ पर प्रतिबंध लगा दिया है। असीम पर आरोप है कि उन्होंने अपने कार्टूनों के जरिये देश की भावनाओं को ठेस पहुंचायी है। मैंने असीम त्रिवेदी के भ्रष्टाचार विरोधी मुहिम वाले कार्टून देखे हैं, वे भ्रष्टाचार पर तीखी और सीधी चोट करते हैं। उनमें किसी का मजाक नहीं बल्कि आम आदमी की भावनाओं की, गुस्से की वास्तविक अभिव्यक्ति है। मेरी निगाह में यह सिर्फ कार्टूनिस्ट पर प्रतिबंध लगाना नहीं बल्कि मीडिया और सोशल नेटवर्किंग साइट्स पर सुनियोजित तरीके से नियंत्रण की शुरुआत है।
आखिर कोई किस आधार पर किसी वेबसाइट, लेख, नाटक, पेंटिंग या किताब पर प्रतिबंध लगा सकता है? सच कहना क्या कोई अपराध है? हमारे नेता या सरकार इतने कमजोर या डरपोक क्यों है? वे असलियत से क्यों डरते है? हमारे बोलने की, लिखने की, कहने की आजादी पर रोक क्यों लगाना चाहते है? ये केवल अभिव्यक्ति की आजादी का सवाल नहीं है, ये केवल लोकतांत्रिक हकों का हनन भर भी नहीं है, बल्कि ये एक चुनोती है, असल में ये हमारे संवैधानिक अधिकारो पर सीधा हमला है।
असीम का आरोप है कि वेबसाइट को बैन करने की भी मुंबई पुलिस ने कोई जानकारी उन्हे नहीं दी। वेबसाइट की प्रोवाइडर कंपनी बिगरॉक्स डॉट कॉम ने एक मेल द्वारा असीम को साइट बंद करने की सूचना दी। जब बिगरॉक्स कंपनी से बात हुई, तो उन्होंने असीम को मुंबई पुलिस की क्राइम ब्रांच से संपर्क करने को कहा। क्राइम ब्रांच में कोई बताने वाला नहीं कि वेबसाइट को बैन क्यों किया गया? या साइबर एक्ट की किन धाराओं में केस दर्ज किया गया है? अब पता चला है कि महाराष्ट्र के बीड़ जिला अदालत ने स्थानीय पुलिस को असीम पर राष्ट्रद्रोह का केस दर्ज करने का आदेश भी दे दिया है। ये और भी शर्मनाक हरकत है।
आरोप है कि उनके कार्टूनो में संविधान और संसद का मजाक उड़ाया गया है। पर सवाल ये भी है कि जब सांसद संसद में हंगामा करते हैं, खुलेआम नोट लहराते हैं, लोकपाल बिल फाड़ते हैं, चुटकुलेबाजी करते हैं, तब क्या वे संसद का मजाक नहीं उड़ाते? देश की जनता का अपमान नहीं करते?
मैं असीम त्रिवेदी को आश्वस्त करना चाहता हूं कि वह अकेले नहीं हैं। सरकार की इस गैरलोकतांत्रिक कारवाई के खिलाफ, हम सब उनके साथ खड़े हैं।

कला-माध्यमों या प्रतिरोध के रूपों पर बैन किया जाना एक ऐसी वाहियात घटना है जिसका विरोध सभी को करना चाहिये, आपसी मतभेद होने के बाद भी, क्योंकि इससे सभी का कहने का दायरा तंग होगा, सत्ता की तोप का मुँह कभी भी किसी की ओर भी हो सकता है। कार्टूनिस्ट Aseem जी की वेबसाइट का बंद किया जाना हम सब अंतर्जाल प्रयोक्ताओं के पर कतरने की तैय्यारी जैसा है। कुछ नहीं तो इससे एक ‘भय’ आ जायेगा जो सरल-सहज-स्वतंत्र लेखन को स्वतः निर्देशित करता जायेगा, कमजोर करता जायेगा| सभी को इसके खिलाफ एकजुट होकर विरोध-प्रदर्शन करना चाहिये।

असीम त्रिवेदी के वेबसाईट को बंद करवा देना गैर लोकतांत्रिक और फासीवादी कारर्वाई है.एक स्थानीय कोर्ट के आदेश से एक वेबसाईट बंद करवा दिया जाता है,ऐसे देश में वाकई लोकतंत्र है या सत्ता तंत्र। सत्ता वोटों की हो,नोटों की हो या सरकारी पावर की,यहाँ चलती तो इन्हीं की है,नाम चाहे जो रख दें.
वेबसाईट के बंद होने में एक सबक और है.श्री त्रिवेदी ने वेबसाइट की प्रोवाइडर कंपनी बिगरॉक्स डॉट कॉम से स्पेश लिया था. जहाँ तक मुझे जानकारी है यह भारत की कंपनी है.भारत की कंपनियाँ सरकार के खिलाफ नहीं जा सकतीं.इसलिए एक फरमान पर वेबसाईट को बंद कर दिया.उस कंपनी ने अपने उपभोक्ता से बात करना भी जरुरी नहीं समझा.कायदे से उसे तो इस फरमान के खिलाफ असीम जी के साथ मिलकर लड़ना चाहिए था.लेकिन उसने ऐसा नहीं किया.यदि वेबसाईट प्रोवाइडर कंपनी कोई विदेशी कंपनी होती तो वेबसाइट बंद करना इतना आसान नहीं होता.
सबक यह है कि अब हमें देसी कंपनी से वेबसाइट नहीं लेनी चाहिए.
अब आगे क्या करना है और इस फासीवादी कारर्वाई के खिलाफ क्या करना है,यह तय करने की जरुरत है.क्योंकि चुप रहना ज्यादा खतरनाक होगा.

I don’t support to ban website in such manner as mentioned in news but I saw those are some of them were really not good considering the democracy and constitution. It may be freedom to express and motive is good but the outcome of that expression in terms of visual was not a good presentation publicly.

इस देश में कार्टून बनाना जुर्म नहीं है वशर्ते कि कार्टून ऍम.ऍफ़. हुसैन जैसे कुंठा ग्रस्त लोगों ने बनाया हो | वे चाहे भारत माता की नंगी तस्वीर बनाये ये या उनकी अपनी माँ की नंगी तस्वीर इस देश के मान्यवर न्यायलय,मान्यवर संसद या मान्यवर राष्ट्रपति या प्रधानमंत्री किसीको कुछ फर्क पड़नेवाला नहीं है क्यूंकि इस देश में शिर्फ़ और शिर्फ़ अल्पसंक्षको को केवल अभिव्यक्ति की अधिकार है,इस देश पर सबसे पहला हक शिर्फ़ अल्पसंक्षको को ही है | क्यूँकि इस देश के हिन्दुओं ने कभी भी संगठित होना नहीं शिखा | जिस दिन हिन्दू संगठित होना सिख जायेंगे उसी दिन ये सत्ता ललुप राजनेता जान जायेंगे कि हिन्दू क्या है और हिन्दुओं की अभिव्यक्ति की स्वतंत्रता क्या है |

Such behaviours by govt n judiciary In India, make democracy seem farcical. Such things can’t happen in a real democracy. The onus here is on Supreme court to take suo-moto action against the perpetrators of such undemocratic behaviour – the govt official who ordered banning of that web site and the judicial officer who issued orders of Aseem’s arrest on charges of sedition must b suspended.
The hidden truth is – loktantra nahi rajtantra hai yahaan. Aur raj congress ka rahaa hai hamesha se, even when it’s not in power in the parliament. 10 Janpath par uska hi kabza raha hai. BBC news- A court in India has said it could block sites like Facebook and Google if they failed to crack down on offensive internet content.Earlier, a government minister had accused the internet firms of not co-operating in removing such content.

One more news -Petition against Anna – MUMBAI: A petition has been filed in the High Court seeking directions to asking state to file a criminal complaint against Anna Hazare for insulting the national honour by displaying cartoons and pictures during his fast campaign in Mumbailast month. The petition states is filed by a law graduate and businessman, Krishjeet Gaikwad, who said while Hazare sat on fast on December 27, 2011 at the MMRDA ground at Bandra-Kurla Complex , an exhibition was also on display.
His petition stated that cartoons and pictures which put up were such that they “hurt national honour and sentiments of people at large” were put up. He has urged direction for a probe and also sought similar direction against Anna’s associates Asim Trivedi, Kiran Bedi, Arvind Kejriwal and organisers India Against Corruption.
